Will breast implants be covered for breast cancer patients? What about plastic surgery for other deformities?

NO
not that i agree this policy is right, but breast implants even for breast cancer patients are not covered because the mammary gland is not necessary for human life: even though the deformity was caused by cancer the end result of the implants would still be purely cosmetic because they serve no function in supporting/sustaining the life of the patient, unfortunately for most emotional well being is not considered which is a shame.
this is the case with Canadian health care I’m not sure how your American reform will cover cosmetics, but be sure that in a capitalist society they are not really going to give a damn if you have breasts; they’re going to make you buy the implants.

Excellent point. Where does the line exist for what some may call "elective" surgeries and others may call necessary surgeries? Can a woman live without her breasts? Yes. Should she?
Bottom line is who decides what elective procedures are covered and which ones aren’t? I can see nose jobs funded by the government for people who have big noses and are suffering from some kind of mental anguish due to teasing from their high school buddies….

Even if it isn’t a Medicare extension, the Medicare standards will be used for any health plans going forward. Many health plans in fact now use Medicare standards. For other surgeries it really depends–breast reconstruction (not necessarily implants) is mandated in many states.

Interesting question. I can’t find any information online about it, unfortunately.
I think it’s a good idea.

I’ve yet to see where there is actually an health involved in this alleged health care reform. Or anything that benefits the people. It is just a give away to the pharmaceuticals/insurance companies. Our representatives should be very ashamed of themselves.

Reconstructive surgery is already covered in many states. Of course its also covered for cleft palate and neurofibromatomas, burn patients and in other cases where normal function is affected.
Purely for vanity…no, its not covered now and its not expected to be in anyones bill in the future.
Reconstruction is used in breast cancer, and testicular cancers too, it can be very difficult to deal with an asymmetrical abnormality. Psychological benefits aren’t anything to joke about when dealing with disfiguring cancers.
